Lange, Vice Chair <br />Nellie Cusworth, Director <br />Doug Nickles, Director <br />Marissa Buss, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />DATE: September 21, 2023 <br />TO: Board of Directors <br />FROM: Jim Friedl, General Manag <br />SUBJECT: Establishment of Ad Hoc ommittee regarding the Quimby Fee Program and <br />Park Impact Fees <br />RECOMMENDATION <br />Select two Board members to serve on an Ad Hoc Committee to review CRPD's Quimby Program <br />and potential Park Impact Fees. <br />BACKGROUND <br />The Conejo Recreation and Park District provides developed parks and recreational facilities for <br />the public to enjoy a variety of passive and active recreational activities. The overall park system <br />is planned to serve people by offering various park -types within proximity of peoples' Gomes. <br />(Ideally, everyone should sive within a 10 minute walk to a park (about Y2 mile)). <br />The Conejo Recreation and Park District Master Plan follows a standard set forth by the National <br />Recreation and Park Association, which sets a goal of 10 acres of parkland per 1,000 persons. <br />These 10 acres are broken down into specific park types (Community Parks and Playfields = 1.25 <br />acres/1,000 people; Neighborhood Parks= 2.5 acres/1,000 people, and Districtwide Parks = 5 <br />acres/1,000 people). <br />�n order to maintain the targeted ratio of 10 acres per 1,000 people, additional land and park <br />improvements will be needed as the community population grows. A major source of funding for <br />new parks and park improvements are Quimby Fees and Park Impact Fees. The purpose of this <br />Committee will be to investigate whether the existing fee structure is meeting the District's future <br />needs and whether any possible changes should be considered.
