CONEJO RECREATION AND PARK DISTRICT <br />BOARD OF DIRECTORS <br />REGULAR MEETING <br />May 4, 2023 <br />6:00 PM <br />HILLCREST CENTER <br />M I N U T E S <br />Huffer called the meeting to order at 6:01 pm and Skei led the flag salute. <br />2. ROLL CALIN <br />Directors Present: Buss, Cusworth, Huffer, Lange and Nickles <br />Directors Absent: <br />Staff Present: General Manager Friedl, Administrators Callis, Mooney and Smith, and <br />Executive Assistant Reynders <br />Rorie Skei, MRCA's Chief Deputy Executive Officer, described the makeup of the MRCA. It was <br />first established in 1985 and is a joint powers authority between the Conejo Recreation and Park <br />District the Santa Monica Mountains Conservancy. The Rancho Simi Recreation and Park District <br />joined a year later. Skei shared photos of various acquisitions and appropriations which <br />illustrate the MRCA's dedication to the preservation and management of local open space <br />and parkland, wildlife habitat, coastal access, watershed lands, and trails in both <br />wilderness and urban settings, as well as ensuring access to public parkland and coastal <br />resources. Revenue streams include entrepreneurship, as well as filming fees, event <br />hosting, antenna leases, parking fees, in lieu fee mitigation funding, donations and mutual <br />aid reimbursements. Of special note is the Wallis Annenberg Wildlife Crossing currently <br />under construction. Skei made mention of the MRCA's Fire Division, which is often called <br />upon by the California Governor's Office of Emergency Services (CaIOES), taking them <br />all over the state. <br />Melissa Smith, MRCA's Chief Deputy Financial Officer, as well as CRPD's Administrator <br />of Management Services, explained the services CRPD provides to the MRCA — including <br />providing a finance officer, processing all payments to vendors and staff, human resources <br />management, cash management, and IT coordination. She shared MRCA organizational <br />charts of senior staff and also used some visuals to illustrate the makeup of the budgets <br />of both organizations. Skei and Smith answered Board member's questions and were <br />thanked or the informative presentations. <br />
