Lange, Director <br />Chuck Huffer, Director <br />Doug Nickles, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />DATE: October 20, 2022 <br />TO: Board of Directors <br />FROM: Jim Friedl, General Manag <br />SUBJECT: Option and Lease Agreement with DISH Wireless, LLC, for a Wireless <br />Communications Facility at Conejo Creek South Park <br />RECOMMENDATION <br />Authorize General Manager to approve an Option and Lease Agreement, with DISH Wireless, <br />LLC, for an unmanned wireless facility, at Conejo Creek South Park <br />DISCUSSION <br />Conejo Recreation and Park District currently manages seventeen individual wireless facilities on <br />District property, with a few additional sites adjacent to open space managed by COSCA. In the <br />past, agreements have been secured with the principal carriers, AT&T, Verizon, T -Mobile, and <br />Sprint/SBA. A new provider to the group is DISH Wireless, known for offering television, is now <br />expanding its network to include data and cloud -based services. Staff expects to see an <br />increasing number of requests from DISH, however, interest at the present is for a wireless facility <br />at Conejo Creek South Park. <br />DISH's proposal involves introducing a new antenna pole, sans lights, by the parking lot at the <br />north end of Conejo Creek South Park, and expansion of the north restroom building to house <br />their equipment. Included in the design, is a slightly reconfigured storage area for CRPD and <br />picnic improvements on the northeast side of the building. DISH's expansion of the structure is <br />at no cost to the District and enables us to consolidate and conceal like wireless facilities, <br />integrating them into an existing park amenity (T -Mobile's equipment is in adjacent room <br />extension). The District will also benefit by receiving an entirely new roof, that is currently in need <br />of repair. All materials and design will meet or exceed the quality of the existing structure. <br />Reducing impact to the site is of utmost importance, both during and after construction.
