Lange, Director <br />Chuck Huffer, Director <br />Doug Nickles, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />DATE: June 2, 2022 <br />TO: Board of Directors <br />F R 0 K Jim Friedl, General Manar <br />SUBJECT: CEQA Exemption Desig Districtwide Drainage Improvement Project <br />RECOMMENDATION <br />Determine that the Districtwide Drainage Improvement Project is categorically exempt from the <br />California Environmental Quality Act (CEQA). <br />DISCUSSION <br />In June 2020, the District entered into a contract with Encompass Consultant Group for surveying, <br />environmental, and engineering services for Districtwide drainage improvements. These drainage <br />projects will strengthen park and facility infrastructure as it relates to seasonal rain events and fire <br />resiliency. <br />Generally, staff makes a recommendation regarding CEQA compliance at project award. <br />However, as part of the application process to secure and to continue finalizing environmental <br />permits through the Regional Water Quality Control Board, a CEQA designation is required for <br />certain project sites (Conejo Creek North Park, Cypress Park, Dos Vientos Community Park, <br />Estella Park, and Fiore Playfield) that include general construction of drainage way improvements <br />within designated areas of waterways (see Exhibit 1 for project site maps). <br />Although, due to the nature of the work (general vegetation clearing and drainage improvements), <br />additional project sites (Conejo Community Park, Old Meadows Park, Pepper Tree Playfield, <br />Stagecoach Inn Park, Sapwi Trails Community Park, and Walnut Grove Park) do not require a <br />permit through the Regional Water Quality Control Board, it is prudent for staff to recommend a <br />CEQA designation for the entire project (see Exhibit 2 for additional project site maps). <br />Upon completion of the permitting process, staff will put the project out to bid for construction and <br />return to the Board for recommendation of award. <br />ADMINISTRATIVE OFFICES <br />403 West Hillcrest Drive, Thousand Oaks, CA 91360-4223 <br />805-495-6471 1 Fax: 805-497-3199 1 parks@crpd.org I www.crpd.org <br />
