Conejo Recreation & Park District
GENERAL MANAGER BOARD OF DIRECTORS
Jim Friedl Nellie Cusworth, Chair
Susan L. Holt, Vice Chair
George M. Lange, Director
Chuck Huffer, Director
Doug Nickles, Director
GENERAL MANAGER EMERITUS
Tex Ward
DATE: June 2, 2022
TO: Board of Directors
FROM: Jim Friedl, General Manag r
SUBJECT: Proposed Adjustments t e Fis I Year (FY) 2022-23 Preliminary Operating
and Capital Budgets, the Second Year of the 2 -Year Budgets
RECOMMENDATION
Consider and provide input on proposed adjustments to the FY 2022-23 Preliminary Operating
and Capital Budgets.
DISCUSSION
The FY 2022-23 preliminary Operating and Capital Budgets are the second year of the two-year
budgets the Board approved on June 17, 2021. This memo provides information on proposed
adjustments to those budgets.
The budget process began with the approval of a two-year budget, followed by adoption of the
second year of that approved budget as the preliminary FY 2022-23 Budget on April 7, 2022.
Public hearings have been held at Board meetings since April 7. The process is scheduled to
conclude with adoption of the budgets on June 16, 2022.
Budget Environment
The budget environment is uncertain; the COVID-19 pandemic has impacted the global and
local economy. Inflationary pressures and continuing supply chain constraints challenge
businesses and local governments bouncing back from the pandemic. In addition, more than 40
million people left their jobs last year, also known as the Great Resignation. Workers expect
higher pay, better benefits, remote flexibility, and stable hours. The proposed adjustments
largely reflect the anticipated inflated service and supply expenses as well as salary and benefit
changes to include negotiated rate increases, new positions and the scheduled minimum wage
increase in January.
ADMINISTRATIVE OFFICES
403 West Hillcrest Drive, Thousand Oaks, CA 91360-4223
805-495-6471 1 Fax: 805-497-3199 1 parks@crpd.org I www.crpd.org
