<br />May 5, 2022 <br />Page 3 <br /> <br /> <br /> <br /> Water Shortage Emergency and Water Conservation Measures <br /> <br />Friedl reported that an acute water shortage emergency has developed in Southern California <br />and drastic water reductions are being ordered. He referenced a letter, signed by Cusworth, that <br />was sent to Calleguas Municipal Water District and the Metropolitan Water District of Southern <br />California (MWD) requesting some flexibility regarding limited water usage; it included a detailed <br />list of water conservation measures CRPD staff has undertaken since the last drought. Hare <br />stated staff has had numerous discussions regarding how to proceed given the current crisis. <br />Friedl spoke at the recent MWD Board meeting, and Nickles and Hare attended the Calleguas <br />Municipal Water District Board meeting; both organizations appeared to be receptive to the <br />concept of parks being essential to the community. CRPD intends to remain a leader in the <br />community re: water conservation while continuing to meet community expectations for providing <br />quality turf for functional use. The cost of the drought response service contract ($300K), <br />approved by the Board recently, may need to be increased to perform additional capital projects <br />for water conservation. Hare will provide updated information at the first Board meeting in June. <br /> <br />9. NEW ITEMS <br /> <br />A. Consideration of Resolution 050522-A for Landscaping Maintenance District <br />(LMD) 92-1 (Rancho Conejo) Preliminarily Approving the Engineer’s Report for <br />2022-2023, Declaring Intention to Provide Annual Levy and Collection of <br />Assessments, and Setting Time and Place for Public Hearing <br /> <br />Hare reported this resolution is for the intent to levy the assessment for the Rancho <br />Conejo area and sets a time and place for the public hearing. <br /> <br />The proposed assessment is changing from $102.80 per benefit unit in FY 2021/22 <br />to $106.10 per benefit unit for FY 2022/23. <br /> <br />Director Nickles raised several questions regarding specific portions of the <br />Engineer’s Report. Hare provided responses and will adjust the final report <br />accordingly. <br /> <br /> It was moved by Huffer, seconded by Lange, and carried 5-0 to adopt <br />Resolution 050522-A preliminarily approving the Engineer’s Report for 2022- <br />2023, declaring intention to provide annual levy and collection of assessments, <br />and setting time and place for public hearing, that it be read in title only and all <br />future readings be waived. <br />
