Conejo Recreation & Park District
GENERAL MANAGER
Jim Friedl
DATE: May 5, 2022
TO: Board of Directors
FROM: Jim Friedl, General Mana .00
BOARD OF DIRECTORS
Nellie Cusworth, Chair
Susan L. Holt, Vice Chair
George M. Lange, Director
Chuck Huffer, Director
Doug Nickles, Director
GENERAL MANAGER EMERITUS
Tex Ward
SUBJECT: Consideration of Resolution050522-A for Landscaping Maintenance District
(LIVID) 92-1 (Rancho Conejo) Preliminarily Approving the Engineer's Report
for 2022-2023, Declaring Intention to Provide Annual Levy and Collection of
Assessments, and Setting Time and Place for Public Hearing
RECOMMENDATION
Adopt Resolution 050522-A preliminarily approving the Engineer's Report for 2022-2023,
declaring intention to provide annual levy and collection of assessments, and setting time and
place for public hearing.
DISCUSSION
Assessment District law requires the annual preparation of an Engineer's Report for the purpose
of identifying improvements and levying assessments for the maintenance of those
improvements.
The park maintenance assessment is a partial assessment for overall maintenance and operating
(M&O) costs and is based upon the differential between ad valorem property tax received and
attributable to park maintenance and the actual maintenance costs. The LMD includes a capital
improvement project fund.
The attached resolution provides for a noticed Public Hearing of this Board on June 2, 2022 at
6:00pm, to consider the ordering of the improvements and the levy of the proposed assessment.
The recommended assessment for LMD 92-1 (Rancho Conejo) provides for the maintenance and
operation of Rancho Conejo Playfield. As per the table below, the proposed assessment is
changing from $102.80 per benefit unit to $106.10 per benefit unit for FY 2022/23. Based on the
7.399% (capped at 5%) change in CPI from February 2021 to February 2022, the maximum
assessment rate within LMD 92-1 (Rancho Conejo) changes from $107.54 per benefit unit to
$112.92 per benefit unit.
ADMINISTRATIVE OFFICES
403 West Hillcrest Drive, Thousand Oaks, CA 91360-4223
805-495-6471 1 Fax: 805-497-3199 1 parks@crpd.org I www.crpd.org
