February 3, 2022
Page 2
Hare reported that as a part of the process of selling the Farland house and property, the
District must adopt a resolution declaring it surplus property. Hare presented a brief history
of the property, which was gifted to the District by Donna Fargo in 1979. It has recently been
determined that the property is no longer needed for District purposes and should be put up
for sale. (Since 2007, it has housed rent -paying CRPD staff.) The initial appraisal is $600K
and the property will be sold "as is." Hare described the process of the sale, which includes
first offering it to three public entities (the Area Housing Authority of Ventura County, the
California Dept. of Housing and Community Development, and the Conejo Valley Unified
School District) ahead of offering it to the general public. Hare expressed deep appreciation
for Fargo's gift and the belief that she would support the District's decision to sell the property.
It was moved by Lange, seconded by Huffer, and carried 5-0 to adopt Resolution
020322-A declaring residential real property (APN 670-0-140-360 — "Farland Property 9)
surplus property, that it be read in title only and all future readings be waived.
Adoption of Resolution No. 020322-B Approving Application for Land and Water
Conservation Fund Program for Expansion of Borchard Community Park Skate Park
Hare reported this resolution approves the District's application to the Land and Water
Conservation Fund Program for expansion and renovation of the existing skate park at the
Borchard Community Park. The expansion will be from 10,000 feet to 20,000 feet and will
include renovation of the existing park. The total project cost is $2,000,000 with up to a 50%
required match from the agency; the District will have to put up at least $1,000,000.
It was moved by Huffer, seconded by Lange, and carried 5-0 to Adopt Resolution No.
020322-B approving the application to the Land and Water Conservation Fund
Program for expansion and renovation of the existing skate park at Borchard
Community Park, that it be read in title only and all future readings be waived.
10.
