NEW ITEMS <br />A. Annual Audit Report <br />Smith introduced Veronica Hernandez and Scott Manno from the accounting firm of Rogers, <br />Anderson, Malody & Scott, LLP, who appeared via Zoom. This is the third year the District <br />has used this firm to perform the CRPD audit. The work was challenging, as it was done <br />remotely due to COVID. Additionally, Smith noted the auditors assisted with the <br />recommendations that were made last year to develop a corrective action plan, as well as <br />helping with the implementation of a new GASB rule regarding fiduciary funds; and they are <br />already helping staff prepare for next year's GASB rule regarding leases. They also assisted <br />with last year's $3 million interfund loan. Hernandez made a brief presentation, including <br />outlining the District's responsibility, the Auditor's responsibility, and the Auditor's opinion. <br />Smith spoke about key highlights, including sharing the Basic Summary; the budget was a <br />conservative one, as it was prepared in May of 2020, in the midst of the pandemic. Staff <br />managed to keep costs down, as well as outperform on the revenue side, so no unassigned <br />fund balance was needed. Smith went into some detail regarding retiree liability, which is <br />99% funded. All in all, the District is in good financial shape. The new GASB regulations have <br />required the District to change the definitions somewhat of custodial funds and fiduciary <br />funds.
