He reminded the Board that <br />on September 16th of this year, all bids for this project were rejected; bid documents were <br />modified and the bid was readvertised. Ten bids were received, with Solex Construction, <br />Inc. providing the lowest bid. This will be the first time Solex has done work for the <br />District; they are well qualified and the reference check resulted in a number of good <br />recommendations. <br /> <br /> It was moved by Huffer, seconded by Lange, and carried 5-0 to: <br /> <br /> 1. Determine that the Alex Fore Teen Center and Goebel Adult Community <br /> Center Expansion and Renovation Project is categorically exempt from <br /> the California Environmental Quality Act (CEQA). <br /> <br /> 2. Approve the Alex Fiore Teen Center and Goebel Adult Community Center <br /> Expansion and Renovation. <br /> <br /> 3. Recognize anticipated revenue in the amount of $1,300,000 and <br /> appropriate to Teen Center and Goebel Adult Community Center <br /> Expansion and Renovation (Account 13-802-851-81005-000). <br /> <br /> 4. Award bid to Solex Construction, Inc., for $3,526,250 Base Bid including <br /> Alternates # A-G, #2 and #3, plus contingency in the amount of $350,750, <br /> totaling $3,877,000 for construction of expansion improvements and <br /> interior renovations. <br /> <br /> B. Purchase of Eight Vehicles in the amount of $301,947.65 <br /> <br /> Hare reported that generally the District replaces three to five vehicles a year; this year <br />the number is higher as four Ranger trucks are needed due to the upcoming addition of <br />four COSCA Ranger staff positions. Advertisements were placed and bid packets were <br />sent to Ford, General Motors, and Dodge dealers. Despite this outreach, only one bid <br />was received. Courtesy Chevrolet stated that General Motors has cut off fleet ordering <br />on all 2022 models; additionally, there are supply chain issues that likely prevented the <br />submission of more bids. The bid received was deemed reasonable; Fairview Ford has <br />done a lot of business with the District in the past. Once the District receives the new <br />vehicles, four current District vehicles will be sold to Conejo Valley Unified School District <br />for approximately $50,000. Hare noted that the fulfillment estimates are 180-240 days <br />and 2022 model year vehicles must be ordered by November 11, 2021. <br /> <br /> It was moved by Cusworth, seconded by Holt, and carried 5-0 to award purchase <br /> in the total amount of $301,947.65 to Fairview Ford as follows: <br /> <br />• Two (2) ½-Ton Hybrid 4X2 Trucks in the amount of $74,988.00
