Reject all bids and authorize staff to rebid the project after appropriate adjustments to the <br />contract documents. <br />DISCUSSION <br />Project Bidding <br />A Notice Inviting Bids was advertised in the Thousand Oaks Acorn, Construction Bidboard, Inc., <br />Builder's Notebook, Ventura County Contractor's Association, Inc., and posted on the District <br />website. Twenty-three interested bidders attended the mandatory pre-bid meeting held at the sites <br />on Tuesday, July 27th. Seven bids were received and were opened at 10:30am on Tuesday, <br />August 24th. The bid opening summary is attached (Attachment 1). <br />The low bid received from Fast -Track Construction was withdrawn (see Attachment 2 letter) at <br />the request of the contractor. The request was made due to a clerical error, which increases the <br />price of the bid. <br />Bid Protest <br />Within two business days of the bid opening, as required by the Bid Protest Procedures, staff <br />received a protest from Monet Construction, Inc (MCI) (Attachment 3) regarding Fast -Track <br />Construction (FTC) and Solex Construction, Inc. (SCI) bids (Attachment 4). <br />As FTC has withdrawn their bid, MCI's reasons for protesting FTC's bid were not considered in <br />the review by the District's counsel.
