August 26, 2021 <br />Page 2 <br />Historical Overview and Information from CRPD's First General Plan published in <br />• (which has evolved into CRPD's current Master Plan.) <br />Friedl reminded Board members that Cusworth had indicated an interest, at the last Board <br />meeting, in sharing enlightening information from the 1967 General Plan. <br />Cusworth proceeded to present highlights from this plan, which reflected the times in which <br />it was created. She provided particular details and noted the goals are relatively close to <br />the goals of the District today. Cusworth was thanked for her thoughtful analysis and <br />overview. <br />9. NEW ITEMS <br />A. Annual Master Plan Update and Capital Improvement Program Projects <br />Status Report for Fiscal Year 2020-21 <br />Hare reviewed the Master Plan Update and referenced the spreadsheet provided <br />in tonight's report, which is used to stay on track. He noted that of the 33 Board - <br />approved projects from FY 20/21, as of July 2021, twenty are completed, nine <br />are in progress and will be carried over to FY 21/22, and four will not be done. A <br />total of $2,192,432 was expended. Hare also noted the close work done, on <br />certain projects, between user groups, other agencies, and the community. <br />It was moved by Cusworth, seconded by Lange, and carried 5-0 to approve <br />the Annual Update to the June 2011 Master Plan. <br />B. Award Bid for Rancho Potrero — Area 1 Improvement Project in the amount <br />of $544,000 Base Bid plus Contingency in the amount of $46,000 totaling <br />$590,000 <br />Hare reported this project has been a long time coming; he reviewed its history, <br />which began in January of 2008, when the CRPD Board of Directors, the <br />Thousand Oaks City Council and the Conejo Open Space Conservation Agency <br />(COSCA) Board of Directors jointly approved a conceptual plan that helped to <br />guide the planning process for the Rancho Potrero property and which eventually <br />became Specific Plan No. 19. Some improvements were made on the property <br />until funds ran out. A $600,000 grant from the Santa Monica Mountains <br />Conservancy (SMMC) was awarded in June 20, 2020 for Area 1. Hare reviewed <br />what this project will include and reviewed the bid process. The low responsive <br />bid was received from FS Contractors who have done a lot of work for the District. <br />Although the project is on COSCA property, CRPD will be managing it. <br />
