Just as the work began on this effort, the global pandemic hit. With the impact of the <br />coronavirus and all the disruptions related to a declared public health emergency, stay at home <br />orders, limitations on gatherings, business and travel restrictions, etc., the ad-hoc committee <br />and staff's work on this effort was suspended. <br />With the re -opening of society and of gatherings, the ad hoc Revenue Committee and staff have <br />resumed working with Willdan. A subconsultant survey firm, F Research, have advised the <br />ad-hoc committee and staff that public support within the District for a 2/3rds revenue measure <br />is possible — although within the margin of error. This means the District would benefit by <br />continuing to work with the consultant, ad-hoc committee and staff in order to better prepare for <br />the Board to determine whether to place a CFD -related revenue measure on the ballot. Thus, <br />the ad-hoc Committee and staff recommend the Board authorize staff and the ad-hoc Revenue <br />Measure Committee to continue working with Willdan and their subconsultants in accordance <br />with the agreement to gather additional input from the community over the next year before <br />determining whether or not to place a measure on the ballot. <br />3.2 Evaluate existing and seek new revenue sources to enhance programming, property <br />acquisition, park improvements and capital facility replacements. <br />3.2.6 Maintain and adjust existing assessment districts and evaluate the establishment <br />of new assessment districts or similar funding mechanisms in order to provide and <br />enhance park facilities. <br />3.2.7 Work with City and COSCA (and COSCA's new Administrator) to address <br />COSCA's land acquisition priorities, as well as ranger, administrative and operational <br />needs. [2019 / 2020] <br />3.2.8 Evaluate methods to support long-term replacement and rehabilitation of CRPD <br />capital facilities. [2021/2022] <br />
