Holt, Director <br />Chuck Huffer, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />SUBJECT: Appropriation Amount Subject to Limitation, FY 2021-2022 <br />RECOMMENDATION <br />The Board of Directors adopt Resolution No. 052021-A setting the 2021-2022 appropriation subject to limitation. <br />DISCUSSION <br />Article XIII B of the California Constitution specifies that appropriations made by governmental entities may <br />increase annually by the change in population and the change in the California per capita personal income. <br />While the percent change in California per capita personal income used in setting the 2021-2022 <br />appropriations limit is a statewide figure, the district population increase is the percent change in population for <br />the City of Thousand Oaks. The City population and California per capita personal income changes are <br />provided by the State Department of Finance. <br />In calculating the appropriation amount subject to limitation, fiscal year 1978-1979 was designated as the base <br />year with adjustments to be made in subsequent years according to the criteria as referenced above. Staff <br />has computed the limitation amount for fiscal year 2021-2022 as indicated in Attachment B.
