Holt, Director <br />Chuck Huffer, Director <br />GENERAL MANAGER EMERITUS <br />TO: Board of Directors Tex Ward <br />FROM: Jim Friedl, General Manage * <br />SUBJECT: Refundable Deposit Schedule an Facility Rental, Field Use, and Filming Fees <br />RECOMMENDATION <br />Adopt Resolution 050621-D setting the Refundable Deposit Schedule and Facility Rental, Field Use, and <br />Filming Fees for the Conejo Recreation & Park District effective July 1, 2021 through June 30, 2023. <br />BACKGROUND <br />Staff annually reviews the refundable deposit schedule and facility rental, field use, and filming fees and <br />makes recommendations to the Board. The last increase to refundable deposits was made in the 2017- <br />2018 fiscal year. In the 2019-2020 fiscal year, facility rental fees were increased by 5% and field use fees <br />were increased by 15%, aligning the District more closely with regional market prices for the in -district rate. <br />For the 2020-2021 fiscal year, staff recommended no fee increases due to the COVID-19 pandemic. <br />DISCUSSION <br />It is recommended that refundable deposits and filming fees remain the same for the upcoming two-year <br />budget cycle. <br />For facility rental and field use fees in the upcoming two-year budget cycle, staff recommend the following: <br />• For the 2021-2022 fiscal year, staff recommend no increase due to the COVID-19 pandemic. <br />For the 2022-2023 fiscal year, staff will make a recommendation at a future board meeting to <br />increase the base in -district rates for facility rental and field use fees by 2.0-5.0%. This increase <br />would go into effect on July 1, 2022. This increase will address the fact that the District has not <br />implemented a fee increase in two years despite increased costs in staff wages and maintenance. <br />For example, minimum wage has increased by $1.00 for the last several years and will increase by <br />$1.00 again in January 2022. <br />In 2022, staff will also bring a suggested update to the board for the classifications used for <br />determining fees for user groups.
