Dos Vientos Ranch Special Assessments <br />Dear Board of Directors: <br />We are writing on behalf of the community of Dos Vientos Ranch regarding the special park assessments <br />included annually on our member's property tax bills. We have learned that only Rancho Conejo Village and <br />our community are the only two coinmunities in the District who are charged exclusively for the parks in our <br />neighborhoods. <br />Apparently, the District directed all of the assessments for the parks located in Rancho Conejo, Village and Dos <br />Vientos Ranch to our communities because they believed we would receive "special benefits." The benefits <br />that followed, were not conn-nunity specific, but benefits to the District as a whole, Our conu-nunities do not <br />have special privileges or use of these parks and facilities, but we are being taxed as if we do. Dos Vientos <br />residents have no special right to use park facilities such as the tennis or volleyball courts over anyone coming <br />from outside our neighborhood. All of the parks within Dos Vientos are used more by outside the District <br />athletic teams than by residents. Yet our membership and that of Rancho Conejo Village is paying exclusively <br />to maintain these parks when it should be shared among everyone in the District. Not only do we pay more for <br />these parks, but we also pay an additional assessment for the remainder of the parks outside of our community <br />but within the District. <br />We are asking the board to please aggregate the costs of our assessments with the District wide park - <br />assessments. There would be a minimal increase to the remaining District homeowners of $15.00 the first year, <br />then normal 2-5% increases thereafter. We are being unfairly penalized for living in proximity to parks. If this <br />is how things work, then every homeowner, would be assessed more for any park they five next to. This is not <br />happening District wide, <br />The Dos Vientos Ranch Community Association Board, on behalf of its membership, respectfully requests that <br />you aggregate the cost of Rancho Conejo and Dos Vientos park assessments with the District wide park <br />assessments. Our Annual meeting and Board Election conflicts with your meeting tomorrow night so we <br />cannot be there to read our letter.
