[RPD Board of Directors <br />Doug Nickles, Chair <br />403 West Hillcrest Drive <br />Thousand Oaks, CA 91360'4223 <br />RE: Rancho Conejo and Dos Viertos Special Assessments <br />Dear Board: <br />I am writing on behalf of 86 Rancho Conejo homeowners and the community of Dos Vientos regarding <br />the special assessments each year onour property tax bills. | have learned w«eare the only 2 <br />communities in the district who are charged these exorbitant assessments due to proximities of parks in <br />our neighborhoods. <br />|nreviewing past engineering reports, it states our communities receive "special benefits" which were <br />then listed. The benefits that followed., were not community specific, but benefits to the District as a <br />whole. Our communities do not have special privileges or use of these parks, but we are being taxed as <br />Kvvedo. Rancho Conejo has no separate entrance from our community into the park, vvemust park in <br />the same lot aseveryone, which ishard tofind. VVehave nospecial right 10use tennis orpick|ebaU <br />courts over anyone coming from outside our community. These parks are used more bvoutside the <br />district athletic teams, and any other resident in the district than our communities combined, yet we are <br />burdened with covering the maintenance ofthem, when itshould be shared among everyone inthe <br />district. Not only do we pay more for these parks, but we also pay an additional assessment for the <br />remainder ofthe perks in the District. <br />We are asking the board toplease pool the costs ofour assessments inwith the District Wide park <br />assessments. There would be a minimal increase Lothe remaining district homeowners of$15.0Othe <br />first year, then increases asnormal (2-596)thereafter. Weare not asking for areduction inservices, vve <br />are asking for fair and equal sharing ofservices among all who use them. We are being unfairly <br />penalized for living in proximity to a park. If this is how things work, then every homeowner would be <br />assessed more for any park they live next to. This isnot happening District Wide. <br />)amenclosing alist ofl18names who have asked to beincluded. The Dos Vientos Board has said they <br />would prepare aletter onbehalf of their 2200homeowners.
