SPECIAL BENEFIT <br />Numerous studies have consistently shown that the desirability of properties is <br />directly enhanced in a community when public infrastructure such as parks, open <br />space, recreation centers, trail systems, and sports facilities are in place, <br />improved, operable, safe, clean, and maintained. Specifically, that recreation and <br />park facilities have proved a potent factor in maintaining a sound economic <br />condition and a high standard of livability in a community. Overall, these studies <br />confirm the opinion long held by planning authorities as to the economic and social <br />values of parks and recreational facilities in a community and the direct correlation <br />between the amount of parkland necessary to support the overall development of <br />property in the community. Conversely, the lack of recreational improvements or <br />facilities that are in disrepair, unsafe, unclean, and unusable can have negative <br />impacts on the community and surrounding properties. The special benefits to <br />properties from well-maintained parks and recreational facilities have been <br />recognized by several respected agencies including: <br />➢ The California Parks and Recreation Department in a publication in the Winter <br />1997 indicated "Recreation and park amenities are central components in <br />establishing the quality of life in a community... The availability and <br />attractiveness of local parks and programs influences some companies' <br />relocation decisions... the presence of a park encourages real estate <br />development around it... " <br />➢ The United States Department of the Interior, National Park Service, in a <br />publication in June 1984, concluded that: <br />"Parks and recreation stimulate business and generate tax revenues. " <br />"Parks and recreation help conserve land, energy, and resources. It <br />"An investment in parks and recreation helps reduce pollution and noise, makes <br />communities more livable. " <br />"Public recreation benefits all employers by providing continuing opportunities <br />to maintain a level of fitness throughout one's working life, and through helping <br />individuals cope with the stress of a fast -paced and demanding life." <br />➢ The National Recreation and Park Association, in a publication in June 1985, <br />stated "The recreation value is realized as a rise in the value of land and other <br />property in or near the recreation area, and is of both private interest to the <br />landowner and others, holding an economic stake in the area, and of public <br />interest to the taxpayers, who have a stake". <br />2021/2022 Landscape Maintenance District No. 94-1 Page 15 of 23 <br />
