February 18, 2021
Page 2
off I 1=1 I
It was moved by Lange, seconded by Holt, and carried 5-0 to approve the
Consent Calendar as amended (i.e., modify the minutes to include, under
"Director's Reports," that Cusworth attended the City of Thousand Oaks' Land
Use meeting).
rJ11IIIIIIIIIIII11 11:4 9:4 V V WDIF i UI a 9:4
City of Thousand Oaks General Plan Update — Michael Forbes, Deputy Communi
Development • CTO I
Friedl introduced Forbes and expressed appreciation for his presence at the meeting this
evening. Forbes is Project Manager for the City's General Plan Update. He reviewed the
centerpiece of the document — the Land Use Element and the Land Use Map, which dictates
how the City is going to grow and develop in the future. He familiarized the Board, via a
PowerPoint presentation, with various pages from the "Briefing Book," the document that
summarizes all the land use alternatives, including reviewing the existing general plan land
use map and what portions of the city are appropriate for additional growth. He reviewed
what steps are being taken to encourage public outreach and the results received so far.
City staff is meeting with Park District staff to look at how the approaches to park planning
may need to change given what new demands may occur. He reviewed the different
proposed alternatives in various areas of the city and provided various comparisons. Forbes
answered Board member's questions and was thanked for his presentation.
A. City of Thousand Oaks and Coneio Recreation and Park District — Alex Fior
Teen Center and Goebel Adult Community Center Grant Agreement for Tee
Center Expansion and Renovation and Goebel Adult Community Cente
Renovation
Hare reported this is part two of the grant agreement with the City of Thousand
Oaks, which was initially approved by the CRPD Board in June of 2019. Due to
budgetary uncertainty at the onset of the COVID-19 pandemic, the project was
temporarily put on hold. The present agreement was approved by the City Council
at their meeting last Tuesday. The unspent funds from the June 2019 grant will be
available for this phase of the project, bringing the total grant amount to $3M. Hare
noted that one paragraph in the agreement was left out of the report, which
essentially acknowledges that this agreement supersedes the first one. The
paragraph reads as follows; this will require a renumbering of the remaining
sections.
