Holt, Director <br />Chuck Huffer, Director <br />Nellie Cusworth, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />SUBJECT: Resolution 031920-B Declaring and Joining with the City of Thousand Oaks' <br />Proclamation of the Existence of a Local Emergency and Rendering Certain <br />Emergency Orders related to the COVID-19 (aka "Coronavirus") Pandemic <br />RECOMMENDATION <br />Adopt Attached Resolution Declaring and Joining with the City of Thousand Oaks' Proclamation and Order <br />of the Director of Emergency Services for the City of Thousand Oaks Proclaiming Existence of a Local <br />Emergency. <br />BACKGROUND <br />The attached Declaration of Local Health Emergency from the Ventura County Public Health Officer and <br />the Proclamation of the Existence of a Local Emergency provide the background as to the City Council's <br />authority and grounds for declaring and affirming the existence of a local emergency in the County and <br />City of Thousand Oaks. <br />These emergency declarations come on the heels of the State of California declaring a state of emergency <br />and the issuance of guidance from the California Department of Public Health guidance that gatherings <br />over 250 persons should be canceled and that smaller gatherings should only be held provided people <br />maintain six feet of separation in social gatherings. This guidance was strengthened when the California <br />Governor ordered that "All residents are to heed any orders and guidance of state and local public health <br />officials, including but not limited to social distancing measures, to control the spread of COVID-19." <br />CRPD staff believe the District is covered by the City of Thousand Oaks' and the County of Ventura's <br />Local Emergency Declarations. By having the Board of Directors of the Conejo Recreation and Park <br />District also declare a local emergency, as well as concur with the City's proclamation of a local emergency <br />(as it may be considered and ratified by the Council), staff believes the Board of Directors may provide <br />added protection to the District and its necessary actions and decisions to address issues associated with <br />the emergency in the days ahead. <br />STRATEGIC PLAN COMPLIANCE <br />5.9 Disaster Preparedness. Be prepared and respond appropriately to disasters and emergencies guided <br />by the City's Emergency Operations Plan (which is part of California's Standardized Emergency <br />Management System).
