Authorization To Enter Into A Landscape Easement Agreement With <br />Hidden Canyon Homeowners Association <br />Sorensen reviewed relevant history of the parcel, and said that through a <br />Memorandum of Understanding approved by the Board of Directors in <br />October 1996, all costs associated with maintenance and operations and <br />liability were absorbed by the homeowners association; the District is in <br />arrears for back taxes of $4,399.44 to the County of Los Angeles; and the <br />homeowners association is willing to assume the tax liability in exchange for <br />a long-term landscape easement agreement. He noted the presence of <br />Michael Wiley of the homeowners association <br />It was moved by Lange, seconded by Holt, and carried 4-0 to <br />authorize staff to enter into a landscape easement agreement with <br />Hidden Canyon Homeowners Association, per the submitted <br />easement documentation. <br />B. Approval Of AYSO (American Youth Soccer Organization) Field <br />Modification Request At Popper Tree Playfield <br />Sorensen stated that, as a result of new regulations, AYSO submitted a <br />proposal to reconfigure fields at Pepper Tree Playfield to provide additional, <br />smaller fields, and staff recommends that the AYSO proposal be modified <br />to move fields 3 and 4 to the north 80 and 60 feet respectively, in order to <br />reduce noise levels to nearby homes, and 6 and 7, the two new fields to the <br />west, are proposed to be divided into six fields within the existing area. He <br />said that since the number of participants playing at any one time will <br />remain the same, there will be no increased parking requirements nor <br />increased noise levels. He noted the presence of Brad Jordan, of AYSO. <br />In response to Berger's inquiry, Sorensen said that AYSO has been <br />responsive to complaints, and most complaints concern parking on Reino <br />Road and resultant safety concerns.
