Holt, Director <br />Chuck Huffer, Director <br />GENERAL MANAGER EMEW US <br />TO: Board of Directors Tex Ward <br />FROM: Jim Friedl, General Manar <br />SUBJECT: California Drought, Water, P- , Climate, Coastal Protection, and Outdoor <br />Access for All Act of 2018 - Per Capita Grant Program Deed Restrictions <br />RECOMMENDATION <br />Approve Deed Restrictions required under the California Drought, Water, Parks, Climate, Coastal <br />Protection, and Outdoor Access for All Act of 2018 - Per Capita Grant Grogram, for playground upgrades <br />at Southshore Hills Park and Lang Ranch Neighborhood Park. <br />BACKGROUND <br />In October 2019, the Board adopted Resolution #100319-A, approving Conejo Recreation and Park <br />District's application for participation in the State's Per Capita Grant Program. The District initially <br />proposed upgrades to playgrounds at three park locations; however, due to less than anticipated funding <br />allocations, the scope of work was reduced to two park sites, Southshore Hills Park and Lang Ranch <br />Neighborhood Park. Required under the program are the attached deed restrictions to be recorded on the <br />title of each property. The deed restriction protects the State's interest in the property and ensures the <br />property will be used for purposes consistent with the grant contract. No payments, except those necessary <br />for acquisition, can be made until the State has received copies of the recorded deed restrictions. <br />The District's total allocation under this program is $263,518, broken down as follows: $177,952 under the <br />basic Per Capita program, and $85,566 under the Urban County Per Capita program. Accompanying this <br />report, for Board review, are the applicable Deed Restrictions and Resolution #100319-A. <br />STRATEGIC PLAN COMPLIANCE <br />Meets 2021 Strategic Plan Goal 3.2: Evaluate existing and seek new revenue sources to enhance <br />programming, property acquisition, park improvements, and capital facility replacements. <br />Respectfully submitted by, <br />C� <br />T.
