Holt, Director <br />Chuck Huffer, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />DATE: February 4, 2021 <br />TO: Board of Directors <br />FROM: Jim Friedl, General Manag <br />SUBJECT: Interfund Loan of $3,000, 00 fro unallocated reserves in General Fund to <br />Park Development Fee (PD (aka "Quimby Fee") Zone IV for development of <br />Conejo Creek Southwest Park located along Paige Lane west of the 23 <br />Freeway <br />RECOMMENDATION <br />Approve Interfund Loan of $3,000,000 from unallocated reserves in General Fund to Park <br />Development Fee (PDF) (aka "Quimby Fee") Zone IV for development of Conejo Creek Southwest <br />Park located along Paige Lane west of the 23 Freeway. <br />DISCUSSION <br />The Conejo Creek Southwest property is located on the east side of the 23 Freeway at Paige <br />Lane. The property was originally acquired along with the entire Conejo Creek Park complex in <br />1972. In 1999, the Conejo Creek Park Master Plan identified the property as `the Southwest <br />Quadrant" with neighborhood park planned for the property. <br />Over the past few years, CRPD has done the requisite planning work to build a new 14.1 acre <br />neighborhood park on the Conejo Creek Southwest property. Formal and informal public input <br />has been received, plans adjusted, and the project has been approved by the CPRD Board of <br />Directors and the City of Thousand Oaks Planning Commission along with the related <br />environmental documentation. <br />Within a couple of months, construction drawings could be ready to be put out to bid.
