POLICY TITLE: Compensable Performance of Official Duties It is the policy of the District to compensate Board Members for the performance of official duties and activities. Public Resources Code section 5784.15 provides that attendance at a meeting of the legislative body, a meeting of an advisory body, and attendance at a conference or organized educational activity are compensable. It is the policy of the District to encourage Board members to interact with a broad segment of the community regarding the District and its recreational programming and park facilities. The Board members better understand and appreciate the facilities, programs and services offered by the District by attending, and having exposure to, a diverse array of meetings, classes, events, and activities offered by the District as well as the organizations operating on District property or in coordination or partnership with the District. To that end, additional compensable official duties and activities are broad and include, but are not limited to: 1. Attendance in the capacity of Board member at District -sponsored special events and activities such as those advertised in the Recreation Program Guide. [ex. groundbreakings, dedications, special events, concerts -in -the -park and activities etc.] 2. Attendance at meetings, conferences or seminars of organizations, associations and societies which educate and inform about local government, special districts, and recreation and parks. [ex. CARPD, CPRS, CSDA, NRPA, VCSDA conferences and seminars etc.] 3. Attendance at a meeting of another governmental legislative or advisory body as a representative of the District. [ex. COSCA, MRCA, LAFCO, SMMC, other Special Districts, Cities, CVUSD, Ventura County, California State Parks, NPS etc.] 4. Attendance in the capacity as a Board member at special events open to the public sponsored by a government entity or community-based organization which has a formal working relationship with the District. [ex. Arbor/Earth Day, CVD, Ride -On, Stagecoach Inn, Botanic Garden, Chumash Museum, McCrea Ranch, Arts Council of the Conejo Valley, Las Flores Community Garden, Equestrian Trails, Inc., Play Conejo etc.] 5. Meetings with the General Manager or Administrators regarding recreation, parks or open space matters. 6. Compensable meetings may be telephonic, electronic (i.e., zoom) as well as traditional in- person physical gatherings. Board members shall receive $100 per meeting or event for attending compensable meetings and activities, not to exceed $100 per day nor $600 in any calendar month provided the Board annually adopts a finding that there is a need for more than five compensable meetings and activities per month; otherwise, the compensable meetings and activities shall not exceed $500 in any calendar month. In order to receive compensation for attending a compensable meeting, event or activity, Board members must submit a request for payment within 90 days of the end of the month in which the compensable activity occurred. The request for payment must be approved by the Chair, Vice -Chair and General Manager. [see Cal Public Resources Code §5784.15; also see CRPD Resolution 120320-A]
