This law does not contemplate <br />a special district, independent of a city or county, declaring a local emergency on its own. Nothing <br />prohibits a special district from joining a City or County's emergency declaration if the special <br />district is within the emergency's operational area. <br />Some particular special districts (such as fire districts) are provided with additional statutory <br />authority and powers upon the declaration of a local emergency, but there do not appear to be <br />any additional statutory powers or authority bestowed upon a recreation and dark district crewed <br />under the Public Resources Code (as is CRPD). <br />On March 19, 2020, the CRPD Board adopted a resolution joining with the City and County in <br />declaring a local emergency. CRPD's declaration of emergency essentially rides on the coattails <br />of the County and City's emergency declarations and terminates when their declarations <br />terminate, or upon minute order of the Board of Directors, whichever is earlier. <br />Specifically the Resolution provides: "The CRPD is informed and believes that it is protected by <br />and covered under the local emergency declarations by the City of Thousand Oaks and County <br />of Ventura; and in an abundance of caution, and in order to protect the District as much as <br />possible, is adopting this Resolution also declaring a local emergency" <br />The Board has requested further information about the advantages and disadvantages of an <br />emergency declaration and whether CRPD should continue the existing declaration. <br />The County and City have declared a local emergency (the County's declaration of a public health <br />emergency rests within the Health and Safety Code), providing the Public Health Officer with <br />ADMINISTRATIVE OFFICES <br />403 West Hillcrest Drive, Thousand Oaks, CA 91360-4223 <br />805-495-6471 1 Fax: 805-497-3199 1 parks@crpd.org I www.crpd.org <br />
