This memo provides information on proposed adjustments to <br />those budgets. <br />The budget process began with the approval of a two-year budget, followed by adoption of the <br />second year of that approved budget as the preliminary FY 2020-21 Budget on March 19, 2020. <br />Public hearings have been held at Board meetings since April 2. The process is scheduled to <br />conclude with adoption of the budgets on July 2, 2020. <br />Budget Environment <br />The budget environment is uncertain; the rapidly evolving COVID-19 pandemic has created an <br />unprecedented global health and economic emergency, that along with nationwide protests are <br />the primary contributors to the current economic uncertainty. Many economists believe that a <br />recession has already taken hold. <br />CO VID-19 <br />The latest COVID-19 news, recommendations, and policies from local, State, and federal <br />agencies have caused significant changes in everyday life. As a result, the economy has <br />experienced severe shocks, including significant stock market volatility.
