Holt, Director <br />Chuck Huffer, Director <br />Nellie Cusworth, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />FROM: Jim Friedl, General Mana <br />SUBJECT: Ratification of Rorie Sk ' to Se on COSCA Board as Public Member <br />RECOMMENDATION <br />Ratify the Conejo Open Space & Conservation Agency (COSCA) Board's nomination of Rorie <br />Skei to serve as the public member on the COSCA Board. <br />BACKGROUND <br />The Conejo Open Space and Conservation Agency is a Joint Powers Authority created by the <br />City of Thousand Oaks and the Conejo Recreation and Park District. Since its inception in 1977, <br />COSCA has acquired thousands of acres of open space and has constructed approximately 140 <br />miles of multi -use trails. The Joint Powers Agreement provides that: <br />"The Agency [COSCA] shall be administered by the Board which shall consist of five (5) <br />members to be appointed as follows: Two (2) members of the Board shall be members of <br />and be appointed by the City Council of the City; two (2) members of the Board shall be of <br />and appointed by the governing board of the District; and one (1) member of the Board <br />shall be a private citizen, resident of the City, and shall be nominated by the above four (4) <br />members of the Board and appointed by mutual agreement of the legislative bodies of the <br />City and District." <br />During its meeting of December 5, 2019, the COSCA Board nominated Rorie Skei to serve a four- <br />year term as the public member of the COSCA Board. Ms. Skei has been a resident since 1972 <br />and currently serves as the public member and Chair of the COSCA Board. She has worked at <br />the Santa Monica Mountains Conservancy since 1998 and currently serves as the Chief Deputy <br />Director. She also serves as the Deputy Executive Officer of the Mountains Recreation and <br />Conservation Authority. In 2016, the Board inducted Ms. Skei into CRPD's Gratitude Circle in <br />recognition of her significant contributions to open space in our community. <br />STRATEGIC PLAN COMPLIANCE <br />4.0 ...
