Holt, Director <br />Nellie Cusworth, Director <br />Doug Nickles, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />DATE: July 18, 2019 <br />TO: Board of Directors <br />FROM: Jim Friedl, General Manag <br />SUBJECT: Request for Qua I!ficati roposals for a Public Finance Consulting Firm <br />to Assist District with Evaluation of, and if Feasible, Creation of a Revenue <br />Measure to be Considered by Voters <br />RECOMMENDATION <br />Authorize General Manager to issue a Request for Qualifications l Request for Proposals seeking <br />a consulting firm to assist the District with the evaluation of, and if feasible, creation of, a revenue <br />measure. <br />DISCUSSION <br />On June 20, 2019, the CRPD Board of Directors held a study session regarding possible revenue <br />measures available to recreation and park districts in California. A community conversation <br />regarding a possible revenue measure is ripe for discussion because the District still has some <br />unfinished long -planned parks and facilities to complete, and as the District ages, costs for <br />rehabilitation, and enhancement, (and associated maintenance and operations) of existing capital <br />facilities and infrastructure will continue to climb. In addition, COSCA — the joint powers authority <br />open space agency with the City of Thousand Oaks — has identified approximately 1,000 acres of <br />privately -owned parcels which have open space value and are identified as priority acquisition <br />parcels. Lastly, as this community input and survey process unfolds, residents may identify other <br />unmet park, recreation and open space needs. A reliable and robust land acquisition and capital <br />facility revenue source from the first 40 years of the District's history - Quimby fees from <br />development of new housing - has slowed and will likely remain so as the community approaches <br />residential buildout. <br />At the conclusion of the June study session, the Board created an ad hoc committee (Chair Huffer <br />and Director Cusworth) to meet with staff and discuss the information from the study session and <br />return to the board with recommendations. The ad hoc committee and staff met on July 8, 2019. <br />Of the various revenue measures discussed during the study session, a Community Facilities <br />District (CFD) seems most appropriate given the nature of the District's needs.
