Holt, Director <br />Nellie Cusworth, Director <br />Doug Nickles, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />TO: Board of Directors <br />FROM: Jim Friedl, General Managti(MOU) <br />SUBJECT: Memorandum of Understwith Service Employees International <br />Union (SEIU) Local 721 <br />RECOMMENDATION <br />Approve Resolution Number 062019-A, approving the MOU between the District and SEW Local 721 <br />and adjusting employee compensation and benefits, as outlined herein. <br />DISCUSSION <br />The proposed MOU was arrived at through the regular meet and confer process as outlined in state law <br />and as set out under the provisions of District Resolution 6172-A. All agreed upon matters have been <br />incorporated into the proposed MOU. Represented employees are scheduled to determine whether to <br />ratify this agreement on June 17, 2019. <br />In addition to some minor language revisions and incorporation of previously agreed side letters, in <br />terms of economic changes, the proposed MOU provides for salary adjustments of 2.5% beginning the <br />first pay period including July 1, 2019 and 2.5% salary adjustment the first pay period including July 1, <br />2020. <br />The provisions below summarize and highlight some of the more significant portions of the proposed <br />MOU that have changed from the existing MOU. <br />Article 2 — Term — Two years (July 1, 2019 — June 30, 2021). <br />• Article 15 — Salary Plan - Employee salaries shall be increased 2.5% in July of 2019 and 2.5% <br />in July of 2020. <br />• Article 25 — Cafeteria Plan and Basic Needs Allowance — Adjustments to reflect the District's <br />monthly contribution to the Cafeteria Plan per the existing formula will adjust January 1, 2020 <br />and January 1, 2021. <br />In previous years, the District traditionally extended the salary and benefit terms from the MOU to <br />unrepresented employees with some specific alterations.
