Holt, Director <br />Nellie Cusworth, Director <br />DATE: May 16, 2019 Doug Nickles, Director <br />GENERAL MANAGER EMERITUS <br />TO: Board of Directors Tex Ward <br />FROM: Jim Friedl, General Mana <br />SUBJECT: FEMA Hazard Mitigationr ogram <br />RECOMMENDATION <br />Adopt Resolution 051619-D, authorizing the District to apply for grant funding through the FEMA <br />Hazard Mitigation Grant Program: Section 404, with funding to be used towards drainage and <br />erosion control improvements at multiple park locations Districtwide. <br />DISCUSSION <br />The Federal Emergency Management Agency Hazard Mitigation Grant Program was created to <br />provide protection to undamaged parts of a facility or to prevent or reduce damages caused by <br />future disasters. The program is managed by the State under funding provided for in the Stafford <br />Act which are funded under the Hazard Mitigation Grant Program (HMGP). <br />Staff is recommending drainage and erosion improvements at a total of (26) park locations <br />Districtwide. These improvements include vegetation and debris clearing of drainage ways, and <br />engineered drainage retrofits to existing facilities to provide improved flows and limit erosion <br />during/after future hazards such as fire/flood events. The District is seeking a total grant award of <br />$1.8 million. There is a required applicant match of 33%, or $612,615. The application deadline <br />is July 5th, 2019, with award notification before the end of the calendar year. <br />STRATEGIC PLAN COMPLIANCE <br />Meets 2019 Strategic Plan Element: 3.2 Evaluate existing and seek new revenue sources to <br />enhance programming, property acquisition, park improvements and capital facility replacements. <br />Respectfully submitted by, <br />Prepared by, <br />T.
