Holt, Director Nellie Cusworth, Director Doug Nickles, Director GENERAL MANAGER EMERITUS Tex Ward Date: May 2, 2019 To: Board of Directors From: Jim Friedl, General Mana Subject: Amendment #2 to Me of Understanding with Concerned Off -Road Bicyclists Association for Use of Bike Areas at Sapwi Trails Community Park RECOMMENDATION Authorize General Manager to enter into Amendment #2 to Memorandum of Understanding (MOU) with Concerned Off -Road Bicyclists Association (CORBA). DISCUSSION On June 1, 2017, the District entered into a MOU with CORBA as the primary partner to develop the bicycle- and trail -related amenities at Sapwi Trails Community Park. On April 19, 2018, the District amended the MOU and extended the term to May 31, 2019. Since that time, the District and CORBA have worked cooperatively to plan for and provide initial development of the main bike area, trail skills areas, and beginning bike area at the neighborhood park location. CORBA desires to continue to work with the District to promote the sport of off-road bicycling activities, with participation locally and regionally. Additionally, CORBA desires to continue the development of the bicycle- and trail -related amenities at Sapwi Trails Community Park. Therefore, it is recommended the MOU be extended an additional three years. The original MOU, Amendment #1 and proposed Amendment #2 are attached.
