Holt, Director <br />Nellie Cusworth, Director <br />Doug Nickles, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />Authorize the General Manager to sign a three-year agreement with Rogers, Anderson, Malody and <br />Scott, LLP for external audit services. <br />DISCUSSION <br />On January 30, 2019, a Request for Proposals (RFP) was issued for audit services for Conejo <br />Recreation and Park District (CRPD) and Mountains Recreation and Conservation Authority (MRCA) <br />beginning with the audit of Fiscal Year (FY) 2018-19 and ending with the audit of FY 2020-21. The <br />RFP provides for two one-year optional extensions. <br />The RFP was sent to 48 auditing firms and notice of the RFP was posted on the California Society <br />of Municipal Finance Officers web page. Six audit firms responded to the RFP: <br />Badawi & Associates <br />Eadie & Payne, LLP <br />Harshwal & Company, LLP <br />Moss, Levy & Hartzheim, LLP <br />Nigro & Nigro, PC <br />Rogers, Anderson, Malody & Scott LLP <br />Each firm's proposal was evaluated by a committee consisting of three CRPD staff: Management <br />Services Administrator Sheryl Lewanda, Accounting Supervisor Loretta Massie and IT Analyst Mark <br />Segedie and three MRCA staff: Deputy Financial Officer Basem Mosaad, Accounting Supervisor <br />Russell Witmyer and Senior Financial Analyst Alain Yanuaria. The top three firms were interviewed. <br />Firms were evaluated based on the results of the proposal evaluation and interview, reference <br />checks, proposed cost, firm size, experience with special districts and breadth of services available. <br />Rogers, Anderson, Malody & Scott LLP, was selected based on its ability to provide professional <br />guidance, qualified staff and experience. <br />The not -to -exceed price for the three-year base contract for anticipated services for CRPD is <br />$68,300.
