SECTION 2. The improvements are hereby referred to WILLDAN FINANCIAL <br />SERVICES, Assessment Engineer, who was directed to prepare and file the Assessment <br />Engineer's Report as required by the provisions of Assessment Law generally containing <br />the following: <br />A. Plans and specifications describing the general nature, location and extent of <br />the improvements to be maintained and the extent of such maintenance; <br />B. An estimate of the cost of the maintenance of the improvements for the <br />Maintenance District for the referenced fiscal year; <br />C. A diagram for the Maintenance District, showing the area and properties <br />proposed to be assessed; <br />D. An annual assessment for Fiscal Year 2019/2020 of the estimated costs of <br />the maintenance of those improvements to be maintained during such Fiscal <br />Year, assessing the net amount upon assessable lots and/or parcels within <br />the Maintenance District in proportion to the special benefits received. <br />The Assessment Engineer's Report, as presented, is hereby approved on a preliminary <br />basis, and is ordered to be filed in the Office of the Secretary of the Board of Directors as <br />a permanent record and to remain open to public inspection and shall then submit the <br />same to this legislative body for its immediate review and consideration. <br />SECTION 3. The above Assessment Engineer's Report includes the costs and expenses <br />of said maintenance and/or servicing relating to the improvements to be maintained and <br />serviced during the fiscal year commencing July 1, 2019 and ending June 30, 2020. <br />SECTION 4. The Secretary of the Board of Directors shall certify to the passage and <br />adoption of this Resolution, and the minutes of this meeting shall so reflect the <br />presentation of the Assessment Engineer's Report. <br />SECTION 5. The public interest and convenience requires, and it is the intention of this <br />legislative body, to levy and collect assessments to pay the annual costs, and expenses <br />for the maintenance and/or servicing of the improvements in the three phases for the <br />above -referenced Maintenance District which will ultimately be maintained upon the <br />acceptance by this Board of Directors of such improvements for maintenance. Such <br />improvements are generally described as: <br />The installation, operation, maintenance and servicing of park landscaping <br />and facilities, including park landscaping and open space areas, including <br />trails, wetlands, wildlife habitats, trees, shrubs, grass and other ornamental <br />vegetation, walkways, irrigation systems, drainage devices, lighting, park <br />and recreation improvements and appurtenant facilities, generally located <br />in the following locations: <br />
