SECTION 2. The improvements are hereby referred to WILLDAN FINANCIAL SERVICES, Assessment Engineer, who was directed to prepare and file the Assessment Engineer's Report as required by the provisions of Assessment Law generally containing the following: A. Plans and specifications describing the general nature, location and extent of the improvements to be maintained and the extent of such maintenance; B. An estimate of the cost of the maintenance of the improvements for the Maintenance District for the referenced fiscal year; C. A diagram for the Maintenance District, showing the area and properties proposed to be assessed; D. An annual assessment for Fiscal Year 2019/2020 of the estimated costs of the maintenance of those improvements to be maintained during such Fiscal Year, assessing the net amount upon assessable lots and/or parcels within the Maintenance District in proportion to the special benefits received. The Assessment Engineer's Report, as presented, is hereby approved on a preliminary basis, and is ordered to be filed in the Office of the Secretary of the Board of Directors as a permanent record and to remain open to public inspection and shall then submit the same to this legislative body for its immediate review and consideration. SECTION 3. The above Assessment Engineer's Report includes the costs and expenses of said maintenance and/or servicing relating to the improvements to be maintained and serviced during the fiscal year commencing July 1, 2019 and ending June 30, 2020. SECTION 4. The Secretary of the Board of Directors shall certify to the passage and adoption of this Resolution, and the minutes of this meeting shall so reflect the presentation of the Assessment Engineer's Report. SECTION 5. The public interest and convenience requires, and it is the intention of this legislative body, to levy and collect assessments to pay the annual costs, and expenses for the maintenance and/or servicing of the improvements in the three phases for the above -referenced Maintenance District which will ultimately be maintained upon the acceptance by this Board of Directors of such improvements for maintenance. Such improvements are generally described as: The installation, operation, maintenance and servicing of park landscaping and facilities, including park landscaping and open space areas, including trails, wetlands, wildlife habitats, trees, shrubs, grass and other ornamental vegetation, walkways, irrigation systems, drainage devices, lighting, park and recreation improvements and appurtenant facilities, generally located in the following locations:
