DEFERRED MATTERS 8. ITEMS FOR DISCUSSION 9. A. Preliminary Budget Fiscal Year (FY) 2019-20 – Adopt Resolution 032119-A Lewanda noted this is the official kickoff of the two-year budget process. A public hearing will be opened at the April 4th Board meeting and continue at each Board meeting until the final budget is brought to the Board for adoption, currently scheduled for June 20th. It was moved by Lange, seconded by Holt, and carried 4-0 to approve Resolution 032119-A, that it be read in title only and all further readings be waived, adopting a preliminary budget for FY 2019-20, and authorizing the General Manager to publish the notice of adoption. B. Conejo Creek Southwest Park Project – Mitigated Negative Declaration Adoption – Adopt Resolution 032119-B Hare provided a history of the project, which began with the 1999 Master Plan. In 2018, the Board authorized the District to hire RRM Design for design services. Modifications were made after meeting with the City of Thousand Oaks staff, Ventura County Watershed Protection District representatives and local residents, which resulted in the updated concept plan. Envicom Corporation (represented this evening by Laura Kaufman, Director of Envicom’s Environmental Services) assisted in preparation of the MND presented tonight. On January 31st the MND was circulated for a 30-day public comment period which closed on March 1st. Three responses were received, which were included in the MND. No changes were made based on comments. An email was received after the public comment period closed and has been provided to Board members this evening, along with the response. Should the Board approve the MND, opportunities for funding will be investigated, the project will be put out to bid in the fall, and construction would likely begin in early 2020. Board member’s questions were answered, especially with regard to parking.
