Hillcrest Drive <br />Thousand Oaks, CA 91360 <br />Attn: Mr. Andrew Mooney <br />Subj: Conejo Creek SW Development Late Comment <br />Dear Mr. Mooney: <br />This memo is in response to a late comment received with regard to the Conejo Creek SW <br />Development project (see attached email from James Rollinson). As the comment was received <br />after the closing of the public review period for the Initial Study/Mitigated Negative Declaration <br />(IS/MND), the California Environmental Quality Act (CEQA) does not require a response. <br />However, in an effort to be thorough in the public review process, this comment is addressed as <br />follows: <br />Comment: <br />The commenter notes that the IS/MND should find that impacts to police protection services would <br />be significant and unavoidable impact. The commenter states that by providing a lighted restroom <br />and picnic tables, the project would encourage homeless people, who are already using the land, to <br />establish a permanent population on the site. The commenter further states that the restroom would <br />be locked at night and asks why a solar powered light would be provided. <br />Response: <br />As discussed under police protection services, on page 38 of the ISIMND, the Ventura County <br />Sheriff's Department currently provides and will continue to provide for law enforcement to the <br />site. The project will provide fencing, lighting at the restroom, and posted hours (7:00 am. to 10:00 <br />p.m.), which aid in law enforcement. As with all Conejo Recreation and Parks District (District) <br />facilities, overnight usage of the park and camping at the site will not be permitted. Restrooms at <br />District parks are typically not locked. Under the CEQA Guidelines, a significant impact to police <br />services would occur if the project would result (directly or indirectly) in a substantial adverse <br />physical impact to the environment due to a project -related need for new or physically altered police <br />protection services, such as new or expanded facilities. Based on project features (such as fencing, <br />lighting, and posted hours) and the continued service of the Ventura County Sheriff s Department, <br />new or expanded facilities would not be required as a result of the project, and no significant impact <br />would occur. <br />4165 E.
