Holt, Director <br />Nellie Cusworth, Director <br />Doug Nickles, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />Board of Directors <br />Jim Friedl, General Mana <br />Conejo Creek Southwe t Park P j ct - Mitigated Negative Declaration Adoption <br />RECOMMENDATION <br />Adopt Resolution 032119-B to Approve Mitigated Negative Declaration for the Conejo Creek <br />Southwest Park Project. <br />DISCUSSION <br />On April 5, 2018, the Board authorized the General Manager to execute a Design Services <br />contract with RRM Design Group to design a new neighborhood park on vacant parcels as <br />designated by the Board -approved Conejo Creek Park Master Plan in 1999. <br />Since April 2018, District staff has met and coordinated planning efforts with the City of Thousand <br />Oaks and Ventura County Watershed Protection District staff, as well with residents, to establish <br />and explore opportunities. As a result of these efforts, an updated concept plan (attached) was <br />prepared. <br />From this direction, RRM Design Group developed plans and coordinated impacts with staff and <br />the District's environmental consultant, Envicom Corporation, which prepared a Mitigated <br />Negative Declaration for the Board's adoption. <br />Environmental Review (CEQA Process): <br />The District was required to complete an Initial Study to evaluate possible environmental impacts <br />of project implementation. The Initial Study found that a Mitigated Negative Declaration was the <br />appropriate level of CEQA environmental review documentation. <br />On January 31, 2019, the Draft Initial Study/Mitigated Negative Declaration (IS/MND) was <br />circulated with a 30 -day public comment period via a mailer to neighboring residents/property <br />owners, interested parties, and it was available for review both at District headquarters and online. <br />Also notified of the IS/MND's availability were the California State Clearinghouse, all applicable <br />federal, state, and local agencies, and any party who previously requested to be noticed. <br />ADMINISTRATIVE OFFICES <br />403 West Hillcrest Drive • Thousand Oaks, CA 91360-4223 <br />(805) 495-6471 • FAX: (805) 497-3199 • Email: parks@crpd.org • Website: wmw.crpd.org <br />
