Holt, Director Nellie Cusworth, Director Doug Nickles, Director GENERAL MANAGER EMERITUS Tex Ward Board of Directors Jim Friedl, General Manag Conejo Recreation and istrict's Response and Recovery Efforts Landscape Restoration Improvements at North Ranch Neighborhood Park RECOMMENDATION Approve attached revised concept plan for landscape design at North Ranch Neighborhood Park and authorize staff to proceed with park completion. DISCUSSION During efforts to rehabilitate North Ranch Neighborhood Park to its pre -fire status, neighbors have expressed a variety of concerns to staff and the Board, most notably regarding the re -installation of landscaping mulch. From discussion at the January 10, 2019 Board meeting, staff shared a revised concept plan with neighbors via email on January 18, 2019. Staff met on-site with a group of representative neighbors on February 11, 2019 and made additional minor modifications. The attached plan is mutually -acceptable to both staff and those neighbors. Highlights of the attached plan: • Improved access from the street to the turf, • Improved functionality of playground area, • Improved functionality of the park, • Minimum use of mulch for health and maintenance of landscaping, o Two inches of mulch to be spread across 1.2 acres (approximately 50% reduction from pre -fire). • Western and southern edge of park to be left natural, • Meets and exceeds Ventura County Fire Codes, • Continued Best Management Practices in the Arroyo, • Infrastructure replacement to pre -fire status.
