Holt, Director <br />Nellie Cusworth, Director <br />Doug Nickles, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />Board of Directors <br />Jim Friedl, General Manag <br />Conejo Recreation and istrict's Response and Recovery Efforts <br />Landscape Restoration Improvements at North Ranch Neighborhood Park <br />RECOMMENDATION <br />Approve attached revised concept plan for landscape design at North Ranch Neighborhood Park <br />and authorize staff to proceed with park completion. <br />DISCUSSION <br />During efforts to rehabilitate North Ranch Neighborhood Park to its pre -fire status, neighbors have <br />expressed a variety of concerns to staff and the Board, most notably regarding the re -installation <br />of landscaping mulch. <br />From discussion at the January 10, 2019 Board meeting, staff shared a revised concept plan with <br />neighbors via email on January 18, 2019. Staff met on-site with a group of representative <br />neighbors on February 11, 2019 and made additional minor modifications. The attached plan is <br />mutually -acceptable to both staff and those neighbors. <br />Highlights of the attached plan: <br />• Improved access from the street to the turf, <br />• Improved functionality of playground area, <br />• Improved functionality of the park, <br />• Minimum use of mulch for health and maintenance of landscaping, <br />o Two inches of mulch to be spread across 1.2 acres (approximately 50% reduction <br />from pre -fire). <br />• Western and southern edge of park to be left natural, <br />• Meets and exceeds Ventura County Fire Codes, <br />• Continued Best Management Practices in the Arroyo, <br />• Infrastructure replacement to pre -fire status. <br />ADMINISTRATIVE OFFICES <br />403 West Hillcrest Drive • Thousand Oaks, CA 91360-4223 <br />(805) 495-6471 • FAX: (805) 497-3199 - Email: parks@crpd.org .
