PURCHASING POLICY FOR EQUIPMENT, GENERAL SERVICES, MAINTENANCE <br />WORK, PROFESSIONAL SERVICES, SPECIAL EQUIPMENTISUPPLIES AND <br />SUPPLIES <br />1. Purpose <br />The purpose of this policy is to establish an efficient procedure for the purchase of <br />equipment, general services, maintenance work, professional services, special <br />equipmentlsupplies and supplies at the lowest possible cost, commensurate with quality <br />and service needed. <br />This will enable the District to exercise positive financial control over purchases, to <br />clearly define the authority for the purchasing function, and to maintain the quality of <br />purchases. <br />The procedures and guidelines for public works projects will be governed by the <br />California Public Contract Code as amended from time to time. Public work projects <br />valued above $60,000 shall be approved by the Board of Directors <br />2. Definitions <br />(A) Bidder's List. "Bidder's list" shall mean a list of responsible prospective <br />vendors, contractors, or professional service firms capable of providing the <br />items or services being bid. <br />(B) Equipment. "Equipment" shall mean furnishings, machinery, playground <br />amenities, vehicles, and other property used in the District's business. <br />(C) General Services. "General services" shall mean services such as janitorial, <br />maintenance, and other services for which the performance of such activities <br />do not require any unique skill, special background, or training. As described in <br />definition of "professional services", the providing of specialized personal <br />services are not subject to competitive bidding required by this policy. <br />(D) Maintenance Work. "Maintenance work" shall mean: <br />(1) Routine, recurring, and usual work for the cleaning, preservation or <br />protection of any publicly owned or publicly operated facility for its <br />intended purposes. <br />(2) Minor repainting. <br />(3) Landscape maintenance, including mowing, watering, trimming, pruning, <br />planting, replacement of plants, and servicing of irrigation systems. <br />02/21/19 <br />
