Conejo Recreation & Park District’s Response and Recovery Efforts to the Hill and Woolsey Fires including Landscape Restoration Improvements at North Ranch Neighborhood Park (NRNP) Friedl introduced the consultants present: David Kerr, Fire Management Specialist, and Ann Marx, Wildland Urban Interface Consultant from Geo Elements, LLC; and Lief McKay, Principal, RRM Design Group. Hare provided a PowerPoint presentation with an overview of the Hill and Woolsey fires, their impacts, and CRPD’s response efforts. Kerr and Marx described Geo Elements’ role in providing wildland fire and fuel services to assist the District in the recovery and restoration of the North Ranch Neighborhood Park and evaluation of the proposed landscape plan. They reviewed the progression and behavior of the Woolsey fire. Their presentation included information on Ventura County fire requirements as pertains to mulch, Ventura County Defensible Space standards, wind modeling, smoke production, emissions comparisons and the implications of climate change. They concluded with recommendations for a proposed North Ranch Neighborhood Landscape plan. McKay presented details of the proposed concept plan for North Ranch Neighborhood Park. Hare stressed that staff is striving for a balanced plan – providing a park that patrons can enjoy, which is aesthetically pleasing, and which achieves the water conservation and maintenance of plant health that is necessary. ITEMS FROM THE PUBLIC Priscilla Boone expressed surprise at the staff report/recommendation and is uncomfortable with it. She would like to see a new plan created. Peter Mazziliano believes there is still too high a percentage of bark in the new park concept.
