Holt, Director FROM: Tom Sorensen, Administrator, Parks and Planning DATE: July 18, 2000 SUBJECT: Authorization to Execute an Agreement With Ride On, A Therapeutic Equestrian Organization On April 20, 2000, the Board of Directors conceptually approved the operation of a therapeutic equestrian center on a 14,5 -acre donated parcel southwest of Walnut Grove Park. At that time staff was authorized to enter into discussions with Ride On, a 501 (c) (3) entity, for the purpose of developing an operations agreement, and phasing plan. The instrument stipulating the responsibilities of both parties is attached as Exhibit B. The primary condition therein is that Ride On absorb all capital and M & 0 costs, and that a programming partnership between Ride On and the District's therapeutic program be integral to that agreement. A Concept Plan for the various phases of the equestrian center has been completed; Exhibit A, and a full-size exhibit will be presented on July 27. Ultimate development of the therapeutic equestrian center would include a covered arena to facilitate programs in the evenings and inclement weather, office and caretaker facilities, and expanded parking capacity. The first phase would involve little change to the site, utilizing existing facilities, and programming would likely begin in January of 2001, in collaboration with District programming. Recommendation Authorize the General Manager to execute the Agreement between Ride On and the Conejo Recreation and Park District.
