Lewanda reviewed a history of the <br />District's part-time pension plan and retiree stipend program and the steps taken to <br />get to this point in the process, including Union meetings and Finance and Audit <br />Committee meetings, and explained the reasons for the recommendations contained <br />in Items 9A and 9B. Yu gave a PowerPoint presentation which included an overview <br />of PARS and presented a timeline for implementation should the Board approve the <br />staff recommendation. Staff, Mr. Wu and Mr. Yu responded to questions from the <br />Board. <br />It was moved by Jones, seconded by Huffer, and carried 5-0 to Adopt <br />Resolution No. 060718-B approving the Conejo Recreation and Park District <br />Retirement Plan, Amended and Restated as of September 2, 2018, adopting the <br />PARS Trust to be administered by Public Agency Retirement Services (PARS) <br />and authorizing the General Manager to execute the documents necessary <br />therefore, that it be read in title only and all further readings be waived. <br />B. Transfer to and Invest $4,000,000 in the PARS Retirement Trust for the <br />Conejo Recreation and Park District (CRPD) Retirement Plan, Amended and <br />Restated Effective September 2, 2018 <br />Discussion followed regarding Item 913 and Board members' questions were <br />answered. <br />It was moved by Gibson to authorize transfer of $3,000,000 from the District's <br />OPEBIPT Pension reserve to the PARS Trust; the motion failed due to lack of <br />a second. <br />It was moved by Huffer, seconded by Jones, and carried 4-1 (Gibson voting <br />No) to authorize transfer of $4,000,000 from the District's OPEB/PT Pension <br />reserve to the PARS Trust. <br />Friedl called the Executive Closed Session (Agenda Item 14) at 8:50 pm. <br />(Gibson left meeting at 8:51 pm) <br />Open meeting resumed at 9:12 pm. <br />C. Proposed DRAFT Response by Conejo Recreation and Park District to <br />Ventura County Grand Jury 2017-2018 Final Report re: Independent Special <br />Districts dated April 26, 2018 <br />Friedl reported that on May 10th, the District received a report generated from the <br />Ventura County Grand Jury, which requested a response to certain conclusions <br />and recommendations generally related to financial reserve policies and website <br />content. Friedl reviewed the Grand Jury's conclusions and prepared the District's <br />
