Lange, Director <br />Ed Jones, Director <br />Chuck Huffer, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />To: Board of Directors <br />From: Jim Friedl, General Manage <br />Subject: SCI Consulting Group Prop `erve as the Engineer of Work and Provide Professional <br />Consulting and Levy Administration Services for the Conejo Recreation and Park District <br />Park Maintenance and Recreation Improvement District <br />RECOMMENDATION <br />Authorize General Manager to accept proposal from SCI Consulting Group to serve as the Engineer of Work <br />and provide professional consulting and levy administration services for the Conejo Recreation and Park <br />District Park Maintenance and Recreation Improvement District. <br />DISCUSSION <br />In order to levy the annual, property owner -approved assessments for the Districtwide Park Maintenance and <br />Recreation Improvement District, a variety of procedural, technical, and legal steps are necessary. These <br />steps are identified in the "Scope of Work" section in the attached proposal from SCI. <br />The cost of these services are below $30,000 on an annual basis; however, since the proposal is over a five- <br />year period — an initial year plus four one-year optional years — staff is recommending the Board provide the <br />General Manager authority to accept this multi-year proposal. <br />This proposal provides the District with the necessary professional services to levy the Districtwide <br />Assessment and guarantees the continued flat annual rate of $21,500 plus incidental expenses not to exceed <br />$2,500 annually through and including Fiscal Year 2022-23. <br />STRATEGIC PLAN COMPLIANCE <br />Meets 2018 Strategic Plan Element 3.2.7 Maintain and adjust existing assessment districts and evaluate <br />the establishment of new assessment districts or similar funding mechanisms in order to provide and <br />enhance park facilities. <br />Respectfully submitted by, <br />T.
