Lange, Director <br />Ed Jones, Director <br />Chuck Huffer, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />TO: Board of Directors <br />FROM: Jim Friedl, General Manar <br />SUBJECT: SUPPLEMENTAL INFO N (Published January 2, 2018) <br />Amendment #1 to Rotary Club of Westlake Village Oakheart Country Music <br />Festival 2018 Agreement and Permit Conditions, Conejo Creek Park <br />CEQA COMPLIANCE <br />As supplemental and additional information to the staff report printed in the January 4, 2018 Agenda <br />Packet, staff wanted to clarify that off-site parking for the event is expected to include parking at <br />Thousand Oaks High School as well as District park properties (Conejo Creek North, West and <br />Northwest). A shuttle bus system traveling along Janss Road, Moorpark Road and Avenida de las <br />Flores will connect the main venue at Conejo Creek South with Thousand Oaks High School and <br />Conejo Creek West and Northwest. A map of the proposed parking lots and shuttle route is attached <br />as Exhibit 1. <br />These District facilities along with Thousand Oaks High School have been used for districtwide, large- <br />scale community events for many years. Staff has reviewed past staff reports as well as newspaper <br />articles and attendance estimates from prior, similarly -sized events (see Exhibit 2 for links to <br />newspaper articles and other information). The facilities (District and CVUSD) have been used in <br />various combinations including all of them together to support events such as Conejo Valley Days, <br />Chili Cook -off, Arbor/Earth Day and Bark in the Park. The Oakheart Country Music Festival, as <br />currently permitted with 7,000 maximum tickets or as proposed with 8,000 maximum tickets fits within <br />scope and scale of these traditional and annual large-scale community events. <br />Thus, based on the foregoing, staff finds and recommends the board determine that the Oakheart <br />County Music Festival is a usual community event and that there are no unusual circumstances" <br />presented by the event as proposed (8,000 maximum ticket sales with related off-site parking) which <br />would affect the determination that Oakheart County Music Festival qualifies for a categorically <br />exemption. <br />Respectfully submitted by, <br />T.
