Conejo Recreation & Park District
GENERAL MANAGER BOARD OF DIRECTORS
Jim Friedl George M. Lange, Chair
Susan L. Holt, Vice Chair
Joe Gibson, Director
Ed Jones, Director
Chuck Huffer, Director
GENERAL MANAGER EMERITUS
Tex Ward
DATE: December 7, 2017
TO: Board of Directors
FROM: Jim Friedl, General Manar
SUBJECT: Amendment #1 to Rota ub of Westlake Village Oakheart Country Music
Festival 2018 Agreement and Permit Conditions, Conejo Creek Park
RECOMMENDATION
Authorize General Manager to execute Amendment #1 to the Rotary Club of Westlake Village
Oakheart Country Music Festival (OAKHEART) Agreement for 2018.
DISCUSSION
On November 2, 2016, the Board approved the OAKHEART Agreement for 2018. In accordance
with the approved Agreement, maximum ticket sales are limited to 7,000, an increase from 6,000
tickets from the previous year.
Upon approval from CRPD, OAKHEART reached out to two larger country artists, Tyler Farr and
Justin Moore, expecting one or the other (not both) to headline the Festival. Due to OAKHEART's
relationship with each, both artists agreed to participate, knowing of the other's participation.
Thus, OAKHEART representatives contacted District staff requesting the maximum ticket sales
be increased to a limit of 8,000. With the exception of including Conejo Creek West and Conejo
Creek Northwest as part of the parking plan (which adds $525 to the total site fee, increasing the
total site fee to $13,650), the increased ticket sales will have little to no impact to CRPD property,
operations and surrounding properties. Additional off-site parking, security, traffic, etc., will be
handled via the City of Thousand Oaks Special Event Permit.
Staff recommends executing this Amendment as the community derives a huge benefit from this
well-run and organized Rotary event; with 6,000 tickets last year, the event generated over
$88,000 net income with $71,000 allocated to Rotary charities (and over $7,000 for bank reserve
and over $10,000 for debt repayment).
ADMINISTRATIVE OFFICES
403 West Hillcrest Drive • Thousand Oaks, CA 91360-4223
(805) 495-6471 • FAX: (805) 497-3199 - Email: parks@crpd.org • Website: www.crpd.org
