Conejo Recreation & Park District
GENERAL. MANAGER
Jim Friedl
DATE: November 16, 2017
BOARD OF DIRECTORS
George M. Lange, Chair
Susan L. Holt, Vice Chair
Joe Gibson, Director
Ed Jones, Director
Chuck Huffer, Director
GENERAL. MANAGER EMERITUS
Tex Ward
TO: Board of Directors
FROM: Jim Friedl, General Man6'e
SUBJECT: Reject All Bids for Con West Dog Park Parking Lot Project
RECOMMENDATION
Reject all bids.
DISCUSSION
Prior Bid
This project was previously advertised and bids opened on August 9, 2017 Previous bid results
were as follows:
Vendor Base Bid
United Construction and Landscape $618,000
Berry General Eng. Contractors $849,000
Y. Ko Construction $764,000
Fast -Track Construction $794,000
FS Contractors $460,000
The low bid received from FS Contractors was withdrawn at the request of the contractor. The
request was made due to a clerical error, which increases the price of the bid.
On September 7, 2017, the Board of Directors rejected all bids due to the higher anticipated cost
of the overall project and authorized staff to re -bid the project as two parts: A) Parking lot and
landscaping, and B) Restroom and utility connections. By dividing the bid into two parts, staff can
assess priorities for the project and review availability of funding for installation of parts or the
complete project. At the time the FY 2016117 budget was created, the project was estimated to
cost $350,000, which is the amount included in the FY 2017118 approved CIP budget.
ADMINISTRATIVE OFFICES
403 West Hillcrest Drive • Thousand Oaks, CA 91360-4223
(805) 495-6471 • FAX: (805) 497-3199 • Email: parks@crpd.org • Website: www.crpd.org
