Holt, Vice Chair <br />Joe Gibson, Director <br />Ed Jones, Director <br />Chuck Huffer, Director <br />GENERAL MANAGER EMERITUS <br />Tex Ward <br />Subject: Amendment #1 to Memorandum of Understanding with Thousand Oaks <br />Soaring Society for Use of Westlake Upper Terrace Area at Sapwi Trails <br />Community Park <br />RECOMMENDATION <br />Authorize General Manager to enter into Amendment #1 to Memorandum of Understanding (MOU) <br />with Thousand Oaks Soaring Society (TOSS). <br />DISCUSSION <br />On October 20, 2016, the District entered into a MOU with TOSS as the primary community <br />permitted group at the Westlake Upper Terrace at Sapwi Trails Community Park. <br />Since that time, the District and TOSS have worked cooperatively to enhance the Westlake Upper <br />Terrace. TOSS, with District direction, has assisted with the maintenance and operations of the <br />area. TOSS has coordinated with District staff and has been flying successfully at the Westlake <br />Upper Terrace since January 2017. <br />TOSS desires to continue to work with the District to promote the sport of model sailplanes, with <br />participation locally and regionally. Additionally, TOSS desires to continue to assist the District in <br />the maintenance and operation of the Westlake Upper Terrace.
