Holt, Vice Chair <br />Joe Gibson, Director <br />Ed Jones, Director <br />Chuck Huffer, Director <br />GENERAL MANAGER EMERITUS <br />DATE: October 5, 2017 Tex Ward <br />TO: Board of Directors <br />FROM: Jim Friedl, General Ma69C <br />SUBJECT: September 14, 2017 A —15 -Passenger Van Information <br />The subject information is provided as requested by the Board of Directors on September 14, <br />2017. <br />The 15 -passenger van bid submitted by Reynolds Buick GMC did not meet the minimum <br />specifications as required in the bid package. The five specifications that Reynolds did not meet <br />were vehicle height, length, gross vehicle weight rating, rear axle type, and engine size. <br />A height and length of 108 inches high and 263.9 inches long is required to give the passengers <br />in the Therapeutic Recreation Unit the room to safely stand and to maneuver when loading. <br />Reynolds left this part of the specification sheet blank; however, upon investigation, the vehicle <br />submitted has a height of 84 inches and a length of 244 inches. Both the Therapeutic Recreation <br />Unit and the Teen Center require cargo space in the rear of the vehicle so a longer vehicle is <br />required. As an example, in the case of Therapeutic Recreation, they have two bowling nights per <br />week and transport 10-15 bowling balls and need an area in the rear to secure the bowling balls. <br />Reynolds did not meet these specs nor did they provide an alternate. <br />The gross vehicle weight rating in the specifications is 10,360 pounds and the payload is 3,480 <br />pounds, Reynolds submitted a vehicle rated at 9,600 pounds and no alternate for the payload. <br />The rear axle is specified as a dual rear wheel; Reynolds submitted a single rear wheel axle. The <br />engine in the specification is 3.5 Ecoboost V6, which outputs 310 HP and 400 lbs. of torque, <br />Reynolds submitted a 4.8 V8 which outputs 285 HP and 295 lbs. of torque. The vehicle needs a <br />high weight rating, payload, dual wheel axle, and large engine to accommodate a full load of <br />passengers plus cargo. <br />Respectfully Submitted By <br />T. P.
