January 2014
At a CRPD Board meeting, Board directed staff to continue neighborhood input and outreach
efforts at Kimber, Walnut Grove, Estella, and Triunfo Parks.
As presented to the Board, several performance objectives regarding the OLAs were discussed
from these community meetings:
To provide an area where patrons could legally enjoy a more local area for their dogs to
run and play off -leash
• To lessen the impact on the main OLA at Conejo Creek West
Additionally, several development criteria regarding the OLAs were presented:
• Geography (spacing from existing dog park and each other)
• Parking availability
• Suitability (need, park layout)
Each area proposed would consist of minimal improvements, including:
• Natural earth setting (no turf/irrigation)
• Chain link fencing and double gate
• Signage, benches, trash receptacles, mutt mitt dispensers, scoopers, sand
• One single enclosed area serving both small and large dog population
• Use of existing lighting
• Existing planting/shade
• Closed one day per month for maintenance
There were several parks throughout the District that met the criteria for an OLA site and, due to
the drought, they were ideal for the development of the minimal improvements. The full Board
Report is included in Exhibit 1.
Apri May 2014
Staff sends notices to neighbors of Kimber, Walnut Grove, Estella, and Triunfo Parks regarding
respective neighborhood meetings. Each notice contains text and a site map including proposed
OLA and legend with "typical features... Natural Earth Setting". Staff presented and discussed no
turf/irrigation of potential OLAs with attendees. Copies of the Notices (with the exception of Triunfo
Notice) are included in Exhibit 2.
November 2014
Temporary fencing around the OLAs was approved at Kimber, Walnut Grove, and Estella Parks
by Board for further study/monitoring surveys. The full Board report is included in Exhibit 3.
